A. The facts of recognition (1) around 23:06 on April 17, 2018, F driven a G concrete pumps and proceeded with an emergency railing path due to an abnormal accident on the part of the vehicle, such as that the three-lane roads at the point of 6.3km (net flooding area) of the Honam Expressway located in the Yellow-si, Seocheon-si, Seocheon-si, Sin-do, along three-lanes, are driving along the parallel of the 6.3km (net flooding area).

However, in violation of the above duty, F, while proceeding as soon as possible along the three-lanes, stopped on the three-lanes, and did not immediately install a safety triangulation zone in the rear side even after stopping, as well as set up the said vehicle in three-lanes over 15 minutes without taking safety measures such as sending a hand signal so that the driver of the vehicle coming from the rear side does not shock.

Around that time, H-ma cargo vehicles were driven and carried out in the rear side of the same direction, but I, as the front part of the vehicle, became the rear part of the concrete pumps (hereinafter referred to as the “seaing vehicle”) which was stopped as above.
