Defendants, with knowledge of the fact that they are foreigners of Pakistanan nationality, were unable to obtain a visa of the Republic of Korea in a legitimate procedure, did not want to obtain a visa of the Republic of Korea by filing a false visa via an immigration brokerer.

On November 17, 2017, the Defendant received visa issuance documents, such as the above letter of invitation, from the travel company operated by the above C, which is under the direction of the Sarachi of the Republic of Korea, from the travel company operated by the above C, and applied for a short-term visit visa (C-3-4) to the Defendant, and was issued a visa unlawfully by submitting the visa issuance documents, such as the letter of false invitation, to the public official in charge of issuing the visa at the above location.

Accordingly, in collusion with the above C, the defendant applied for a visa in collusion with the above C at the same time as obstructing the legitimate execution of duties by the public official in charge of visa issuance in the Korean consul stationed in Pakistan.
