The Defendant is a person who operates the “C”, a business entity that supplies parts of a nuclear power plant, to the Korea hydroelectric Power Co., Ltd. (hereinafter referred to as “Korea Atomic Energy Headquarters”).

With respect to items that affect the safety of a nuclear power plant among the parts of a nuclear power plant, the quality level of which is designated as a safety grade or a safety impact grade shall be submitted to the Supplier registered in Korea-U.S. in the supply of the items concerned, or to the 12 companies registered as the Korea-UPIC and Korea-U.S. Raw Power Plant Purchase Consultative Body (hereinafter this Consultative Body) from among the quality verification companies registered in the Korea-UPIC and Korea-U.S. Raw Power Plant Purchase Consultative Body (hereinafter this Consultative Body).

1. Forgery of private documents and the display of private documents;

A. A. On June 2008, the Defendant: (a) failed to secure a normal quality guarantee certificate for the “Control Card” that was requested to supply from G in the office located in the office located in the office in the office in the Nam-gu in Gwangju Nam-gu, Gwangju in order to directly forge it; (b) prepared a quality guarantee certificate for the “H” from among the 12 quality verification companies using computers; and submitted the quality certification certificate for the “H” from among the 12 quality verification companies using computers; and (c) affixed the signature of “H” from other computer files with the signature of “I”, without authority, for the purpose of exercising the right as described in the No. 1 in the List 1 in the list of crimes; (d) submitted the quality guarantee certificate in the name of “I”; and (e) submitted it to G at the F office in the Seo-gu in the Seo-gu Seoul Special Metropolitan City around June 2008, to G; and (e) submitted it to G in the name of the Nuclear Energy Headquarters in the U.S. in the 514 U.M.

(2) On October 2008, the Defendant did not have a normal quality guarantee certificate for “swurgists” to be supplied to the Korea-U.S. Nuclear Headquarters at the C office located in the Nam-gu Seoul metropolitan area E 105.
