A defendant shall be punished by imprisonment for not less than eight months.

Seized evidence No. 1 shall be forfeited from the defendant.

Reasons

Punishment of the crime

On January 25, 2017, the Defendant violated the Occupational Stabilization Act 416, and the Immigration Control Act by Jeju District Court sentenced the Defendant to five months of imprisonment for a violation of road traffic laws (unlicensed driving) at Jeju District Court on March 16, 2017, and completed the enforcement of the sentence at Jeju Prison on March 16, 2017.

The Defendant and the name-free boxes (hereinafter “C”) (hereinafter “C”) recruited Chinese people who intend to enter Jeju-do under the trade name of “D,” without registering the opening of a domestic-paid vocational office, without registering the opening of a business office for the occupation of Jeju-do, and agreed to arrange their employment and pay job placement services for which they receive fees. The “C” recruited Chinese people to work at a restaurant, etc. located in Jeju-do, and the Defendant recruited Chinese people who sent “C” to work at a restaurant, etc., or sent a taxi to the place of employment. In return, the Defendant recruited Chinese people to receive KRW 20,000,000,000,000,000,000 won, respectively.

On November 1, 2017, the Defendant and “C” introduced 30 Chinese male workers, who do not have the status of stay to enter Jeju-do without a visa for tourism purposes, to F, the owner of the restaurant business, and arrange employment in the “E” restaurant located in Jeju-si, as well as arranging employment in the employment of Chinese workers who are not able to engage in job-seeking activities 17 times in total from February 1, 2018, as shown in the list of crimes attached hereto, from which they received compensation from them.

Accordingly, the defendant and the "C" can engage in the business of providing unregistered jobs in collusion and conduct job-seeking activities.
