When the defendant does not pay the above fine.

On January 12, 1990, the Defendant was appointed as a public official of the Korea Military Service (Grade 9) and was promoted to a local environmental management official (Grade 6) on May 17, 2004. From 2008 to July 30, 2010, the environmental and environmental policy leader of the Korea Military Service, the environmental and environmental guidance leader from that to that to June 30, 2013, and the environmental facility leader from July 1, 2013. While the Defendant was in charge of the duties such as the establishment of environmental policies and environmental preservation plans as the above C military environmental policy leader at the time of each of the following crimes, D was in charge of the duties such as the establishment of plans and the selection of a business operator related to the construction of livestock excreta and public disposal facilities ordered by the said C military service, and D was established for the purpose of excreta disposal business in Gangnam-gu Seoul Metropolitan 4, and was in charge of the business affairs related to the Gyeongnam Military Corporation's Gyeongnam-do Construction Corporation.

The Gyeongnam-do Office established a plan for the construction project of livestock excreta public disposal facilities on February 17, 2009 and completed the establishment of the master plan through corporation G on December 31, 2009, and on July 9, 2010, recommended the BCS public method as an adequate method of treatment while formulating the plan for the establishment of the promotional direction through the financial project method or other construction project; and on September 2, 2010, designated H as a basic and working design service company by carrying out the project through the above bidding method on September 2, 2010; after publicly announcing the submission of the technical proposal for treatment method on December 2, 2010; after undergoing the economic evaluation of the construction project methods by each processing enterprise which submitted the technical proposal on December 20, 2010; and after holding the deliberation committee on technical process selection as a public disposal enterprise on December 22, 2010; and thereafter, selected as a public disposal enterprise.

On December 2, 2010, which is the date of the public announcement of the submission of technical proposals by the method of processing the above project, the Defendant is against D on the rooftop of a building with the environment and office of the above C military administration around the end of November 2, 2010.
