Nevertheless, the Defendant, without registering the opening of the paid job establishment to the competent authorities, equipped with the worker accommodation with the 3 and 4th floor of the Jeju-si building, etc., and recruited Chinese people who intend to enter Jeju-do to illegally find employment, and tried to arrange their employment and pay fees for job placement services.

On April 12, 2017, the Defendant introduced, in Jeju-do without a visa for tourism purposes, D, a Chinese construction business entity, who does not have the status of stay to engage in job-seeking activities, into Jeju-do, without a visa ( February 25, 2017), to E, and arranged employment to work as an apartment at the construction site located in the F site located in Jeju-si, and arranged employment of Chinese workers who are unable to engage in job-seeking activities, such as the list of crimes, from October 2016 to May 15, 2017, and received KRW 20,000 from each daily day, respectively.

As a result, the defendant operated a fee-free job placement business, and arranged the employment of foreigners who do not have the status of sojourn eligible for employment activities.
