Defendant

A is the spouse of F, a preliminary candidate E, which was implemented on June 4, 2014, and Defendant B is a person who volunteered in an election campaign office at the F preliminary candidate.

Except as otherwise provided for in Acts, no person may provide money, valuables, or other benefits, or express an intention to provide them, in connection with the election campaign, regardless of the pretext thereof, such as allowances, actual expenses, compensation for volunteer services, etc.

1. On March 2014, Defendant A and Defendant B used SNS (SNS) services, such as Kakaotho, text messages, Banbs, and Face North Korea, on the 11st floor of the above F preliminary candidate’s election campaign office, which was located on the Cheongju-si G building 11st floor of the Cheongju-si, Cheongju-si. In order to conduct the said F preliminary candidate’s election campaign, Defendant A and Defendant B had a mind to employ part-time students and pay allowances to them.

Defendants from March 17, 2014 to the same year

4.1. To have the aforementioned F Preliminary candidate conduct affairs related to election campaign, such as computerization of the names, addresses, and telephone numbers of electorates, in order to carry out election campaign through the above SNS by employing H, I, and J as a part-time worker at the above F Preliminary election office until January, 200, and Defendant B shall conduct affairs related to election campaign;

4.1. At the above election campaign office, the above election campaign office paid KRW 540,00 in cash, KRW 362,00 in cash to H, and KRW 360,00 in cash to J, respectively, and paid KRW 1,262,00 in cash.

Accordingly, the Defendants conspired to offer money and valuables in relation to the above election campaign to H, I, and J.

2. On March 13, 2014, Defendant A employed L as Defendant’s performance fee in relation to the election campaign for the above F, which is the Defendant’s spouse, at the above F preliminary candidate’s election campaign office, with K’s introduction, and had L from 14th of the same month to April 1, 2014 drive the vehicle at the various event places, such as the instant sports event site located in the Gacheon-gu, Chungcheongnam-do.
