On December 21, 2018, the Defendant: (a) around 01:00 on the street in front of the C District located in Seocho-gu Seoul Metropolitan Government, and (b) on the ground that: (c) the Defendant tolded the victim D (Nam, 32 years of age) who is a victim working at the C District located in Seocho-gu, Seocho-gu, Seoul to get a taxi; (d) however, the victim said that he would get a taxi to walk up the patrol vehicle up to 5-on the exit of a large number of taxi stations; (b) on the ground that the victim said that he would get a taxi to get a taxi due to a strike, the Defendant made the victim openly insulting the victim, such as the driver and the police officer, so that he could listen to the general public.
