Any person who intends to operate meat packaging business shall obtain permission from the Governor of a Special Self-Governing Province or the head of a Si/Gun/Gu for each workplace.

Nevertheless, during the period from January 2015 to July 3, 2015, the Defendant, along with ASEAN, purchased ducks (the purchase price of KRW 8,000 to KRW 9,00) from the E, etc. located at the Hanam-si, from the place of work, without obtaining permission for meat packaging business, at the livestock product processing workplace of the name of Namyang-si, which is located in C, and without obtaining permission for meat packaging business, and after installing one work unit, cut 1 unit, advanced packaging machine, one washing facility, and then purchased ducks (the purchase price of KRW 8,00 to KRW 11,00 from the 10,00 to the 100,000 from the 10,000 from the 10,000 to the 150,000 from the place of work each day.

Accordingly, the Defendant engaged in meat packaging business in collusion with B without permission.
