The costs of appeal are assessed against the plaintiffs.

After comprehensively taking account of the adopted evidence, the lower court: (a) it is difficult to view that police officers H and G have a duty to take measures to prevent the occurrence of dangerous results by transferring them to the security guards or dormitories manager of the NW University or to take protective measures against the hospital emergency room or police agency; and (b) determined that there was no proximate causal relation between the breach of such duty of care and the instant accident even if such duty of care exists.

The judgment below

In light of the records, the judgment of the court below is just and acceptable, and there is no violation of the rules of evidence, misunderstanding of legal principles as to the duty of care or proximate causal relation, as alleged in the grounds of appeal.

Therefore, all appeals are dismissed, and the costs of appeal are assessed against the losing party. It is so decided as per Disposition by the assent of all participating Justices on the bench.
