around October 19, 2010, the Defendant is a non-professional employee visa (E-9-1) who entered the Republic of Korea and stays there, and is a Vietnamese national.

With respect to a person who holds a foreign driver's license issued by an authorized institution of a foreign country in the Republic of Korea, the Defendant knew that the foreign country may obtain the Korean driver's license by submitting documents related to the original of the foreign driver's license and the original passport in the event that the foreign country falls under "the country where the domestic driver's license is recognized," and, in fact, did not obtain the driver's license in Vietnam, with intent to obtain the Korean driver's license by forging it and issuing it

On October 4, 2018, the Defendant: (a) in collusion, at Daejeon-gu, Daejeon-gu; (b) posted an advertisement “support for the issuance of Korean driver’s license” on the Internet site; (c) paid KRW 800,000,000,000,000, such as a commission, to Vietnam-Named driver’s license brokers; (d) received Vietnam-Named driver’s license (license number:F) under the name of the director general of the bureau of the Vietnam-Pacific Road Authority, who forged D in a false manner; and (e) around December 13:0, 2018, at the driver’s license test site located in Daejeon-gu, Daejeon-gu, Daejeon-ro 160-ro 160-gil, Daejeon-ro, Daejeon-ro, 160-ro, and presented the forged driver’s license as if it were normally issued; and (e) requested the Commissioner of the Korean Police Agency to exchange the Korean driver’s license under his/her name.

Accordingly, the defendant, in collusion with D, forges and exercises the driver's license of Vietnam, which is a private document about the certification of facts, and uses it as a deceptive scheme.
