1. Any person who intends to conduct a motor vehicle management business shall register with the head of a Si/Gun/Gu under the conditions as prescribed by the Ordinance of the Ministry of Land, Infrastructure and Transport;

Nevertheless, the Defendant did not register with the competent authority, from August 2017 to November 8, 2017, and carried out a motor vehicle management business with various tools, such as compliance, air conditioners, and air conditioners, at the place of business where the “C” located in the Gu, located in the Gu, Si, Si, Gu, and Gu, and the two places of business: (a) throw away each section of the Dggal road; and (b) carried out a seal work.
