Around July 2004, the Dongdaemun-gu Special Tourist Zone Council filed a petition with the Seoul Special Metropolitan City and the Jung-gu Office for the establishment of an underground space around the Dongdaemun-gu Special Tourist Zone (Seoul Special Metropolitan City).
