Defendant shall be punished by a fine of two million won.

Reasons
Punishment of the crime
The defendant is the director general of the negotiations of the Korean Democratic Trade Union under the Korean Democratic Trade Union Federation (hereinafter referred to as the "Private Union Federation").
1. Around 15:00 on August 31, 2012, the Defendant: (a) attended a meeting for the resolution on winning the general strike held in the Seoul Cheongpa-ro, Yongsan-gu, Yongsan-gu, Yongsan-gu, Seoul; (b) around 16:2, around 16:32, around 16:33, around 16:46, around 17:25, around 17:27, around 17:28, around 17:28; and (c) obstructed the passage from around 16:30 on August 31, 201 to around 16:30 of the same day, with approximately 8,80 participants of other assemblies; (d) around 16:33, around 16:46; (e) around 17:27; and (e) around 17:28, in a way other than providing relief by participating in the assembly demonstration.
Accordingly, the Defendant conspired with other participants in the assembly and interfered with the traffic on land.
2. On January 30, 2013, the Defendant: (a) attended the “Resolution for the Elimination of the Extraordinary Industries,” which was held in the vicinity of the headquarters of the Yongsan-gu Seoul Yongsan-gu Seoul Metropolitan Government, on January 30, 2013; (b) started front of the headquarters of the Hanjin Heavy Industries, with approximately 1,300 participants of other assemblies, and started driving ahead of the headquarters of the Hanjin Heavy Industries; and (c) was driving ahead of the reported range at around 17:02 and around 17:09, the Defendant obstructed the passage from around 17:05 to around 17:70 on the same day of the date, by moving off four lanes of the direction of the progress of Samsung Heavy Life, which was located in the Taenam-gu Seoul Metropolitan Government, with four-lanes of the five lanes in the direction of the construction of Samsung Heavy Life, or by participating in the assembly and demonstration to provide relief and with with with with with it.
Accordingly, the Defendant conspired with other participants in the assembly and interfered with the traffic on land.
3. On February 23, 2013, the Defendant’s general traffic obstruction around 14:10 on February 23, 2013, the pending issue of the 10th century, which was held in the Yongsan-gu Seoul Yongsan-gu, Yongsan-gu, Seoul, and the 10th project resolution letter.
