1. The plaintiff's claim is dismissed.

1. Details of the disposition;

A. On March 1, 2003, the Plaintiff was appointed as the Daegu Elementary School Teachers. From March 1, 2015 to February 29, 2016, the Plaintiff was temporarily retired from office under subparagraph 6 of Article 71 of the State Public Officials Act (hereinafter referred to as “full-time officer”), and is in office as C elementary school teachers, reinstated on March 1, 2016.

B. On June 20, 2016, the Defendant issued a reprimand pursuant to Article 78(1) of the State Public Officials Act on the ground that the Plaintiff violated Articles 56 (Duty of Fidelity), 63 (Duty of Good Faith) and 66(1) (Prohibition of Collective Action) of the State Public Officials Act, and Article 3 (Prohibition of Political Activities) of the Act on the Establishment and Operation of Teachers’ Unions (hereinafter “School Teachers’ Labor Unions Act”).
