The appeal is dismissed.

The grounds of appeal are examined.

According to the records, the defendant appealed against the judgment of the court of first instance, and asserted mistake of facts and misapprehension of legal principles as well as unfair sentencing as the grounds for appeal, but revoked all the grounds for appeal other than unfair sentencing on November 22, 201 on the first trial of the court of first instance.

In such a case, the argument in the grounds of appeal that the court below erred by misapprehending the legal principles, although the defendant's workplace is not subject to attachment of the wastewater flow meter cannot be a legitimate ground of appeal.

In addition, even in light of relevant laws and regulations, the judgment of the court below does not contain any error as claimed by the defendant.

Therefore, the appeal is dismissed. It is so decided as per Disposition by the assent of all participating Justices on the bench.
