1. The reasoning for this case by the court of first instance is as stated in Article 8(2) of the Administrative Litigation Act and the main text of Article 420 of the Civil Procedure Act, since the reasoning for this case is the same as the stated in the reasoning of the first instance judgment, except for cases where part of the judgment of the court of first instance is changed or added as stated in paragraph (2) below.

(hereinafter referred to as "A 14" in Part 6, which is dried or added, shall be used as "B 3-3, 12, and 14 of evidence Nos. 3," and the following shall be added to the following in Part 20:

『④ 한편, 이 사건 병원에서 2007. 11. 14.부터 간호사로 근무한 G도 이 사건 현지조사 당시 ‘자신은 이 사건 병원 4층에서 간호사로 근무하다가 2011년 이후 병실 확장으로 인하여 2012. 1.부터 간호과장으로 업무를 시작하였는데, 간호과장의 주 업무는 간호사 인력관리, 채용 시 면접 및 급여결정, 간호사와 간호조무사 및 간병인 교육실시 등이었고, 입원환자 간호를 전담하지는 않았으나 응급상황 등 바쁠 때 업무를 도왔다’는 내용의 사실확인서를 작성하였다.』 제7쪽 제5행의 “보기 어려운 점”을 “보기 어렵고, 그 내용은 E보다 앞선 시기에 이 사건 병원에서 간호과장으로 근무한 G이 작성한 사실확인서의 내용과도 부합하는 점”으로 고쳐 쓴다.
