1. Basic facts

A. Co., Ltd. (1) On February 21, 2005, the Ministry of Culture, Sports and Tourism (the previous Ministry of Culture and Tourism was changed to the Ministry of Culture, Sports and Tourism according to the amendment of the Government Organization Act (Act No. 8852 of May 11, 2007).

The Ministry of Culture, Sports and Tourism in total;

A) In order to be selected as a pilot project for the development of an enterprise city under the Act on the Development of Enterprise Cities, tourism and leisure-type enterprise cities (hereinafter “instant enterprise cities”) shall be located on the 6,600,000 square meters away from the bridge 6,60,000 square meters in Scheon-si, Gyeonggi-do.

) a project to develop (hereinafter referred to as “instant development project”)

(2) On April 12, 2005, the Defendant prepared an investment agreement with the content that cooperates in the smooth promotion of the development project by providing various administrative support, such as authorization and permission necessary for the development project (No. 1). (2) On April 12, 2005, ABN Holdings Co., Ltd. (hereinafter “Plaintiff”) established an ABN Tourism Development Co., Ltd. (hereinafter “Plaintiff”) to take exclusive charge of the instant development project, changing the trade name on December 22, 2007 to a private enterprise city Co., Ltd. (hereinafter “Plaintiff”) and changed to the Plaintiff on August 8, 2012.

On April 13, 2005, the Plaintiff entered into a basic agreement with the Defendant market with respect to the basic matters to be implemented by the Plaintiff and the Defendant to promote the instant development project as follows:

(A) No. 2, hereinafter referred to as the “Basic Convention”). (Purpose) The Framework Agreement provides for the basic matters to be implemented between the parties for the promotion of the instant development project.

(Contents) Contents of the instant development project are as follows:

(1) The name of the business: The area and size of the tourism and leisure-type enterprise city development project. (2) The area and size of the business: the gridge, the gridge, the tower, the fluorium, and about 6.6 million square meters.
