Defendant shall be punished by a fine of KRW 2,500,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

1. Any person who desires to hold an outdoor assembly or demonstration in violation of the Assembly and Demonstration Act shall file a written report stating the purpose, date, time, place, etc. with the chief of the competent police station from 720 hours to 48 hours prior to such outdoor assembly or demonstration;

Nevertheless, on December 6, 2013, from around 11:02 to around 11:40, the Defendant held a meeting in front of the KT building located in the Jongno-gu Seoul Jongno-gu Seoul Metropolitan Madroposite in which approximately 30 persons participate in the request for resumption of the OECD Special Monitoring Process, and had the participants take up one card and five diskettes, and the OECD held a meeting not reported in the way of enabling the participants to take advantage of relief such as “the resumption of the special monitoring process of labor rights in Korea”.

2. Obstruction of general traffic;

A. On December 22, 2013, the Defendant committed the crime committed on December 22, 2013, the Defendant concluded that, around 16:00 on December 22, 2013, Seodaemun-gu Seoul, Seoul, (400) and the police’s entry into the National Democratic Workers’ Association, the Federation of Workers’ Unions, and the Federation’s Office for the enforcement of the warrant of arrest against the Korean Department of Labor for Railroad Labor Union.

The participants took place from the bottom of the Seodaemun to the Youngcheon Market, and the defendant, together with approximately 40 participants, occupied the bottom of the Seodaemun for about one hour from about 16:00 to about 17:00.

Accordingly, the defendant conspired with the above participants in the assembly and interfered with the traffic by land.

B. On December 28, 2013, the Defendant took part in the assembly assembly at around 15:35, 2013, while attending the 'the candlelightlight culture system' held by the National Assembly at the time of the National Assembly held in the Jung-gu Seoul Jung-gu Seoul Metropolitan City (Seoul square). Around December 28, 2013, the Defendant did not report the demonstration or progress with approximately 3,00 participants in other assemblies, but took part in the assembly at around 18:23 on the same day, the Defendant occupied 12 lanes in front of the 'Dongcheon duty-free shop' in Jongno-gu Seoul, Jongno-gu, Seoul.
