1. The defendant,

A. Plaintiff KS Construction Co., Ltd., ZS Construction Co., Ltd., Posco Construction Co., Ltd., Posco Construction.

1. Basic facts

A. The Incheon Metropolitan City Urban Development Corporation (hereinafter “Seocheon City Development Corporation”) recruited a private business entity for the urban development project of the complex complex development project district in the drawing zone (hereinafter “the instant PF project”), such as moving the Incheon National University located in the Nam-gu Incheon Metropolitan City’s Incheon National University to a transmission route, constructing the Songdo New Campus, etc.

B. On June 16, 2006, in order to participate in the public invitation procedure for private business operators of the instant PF project, Plaintiff SP Construction Co., Ltd., NAS Construction Co., Ltd., Ltd., Posco Construction Co., Ltd., Masco Construction Co., Ltd., Masco Construction Co., Ltd., Masco Construction Co., Ltd., Gyeongsco Construction Co., Ltd., Gyeongsco Construction Co., Ltd., Gyeongsco Construction Co., Ltd., Gyeongsco Construction Co., Ltd., Ltd., Gyeongsco Construction Co., Ltd., Gyeongsco Construction Co., Ltd., Ltd., Gyeongsco Construction Co., Ltd., Ltd., Gyeongsco Construction Co., Ltd., Ltd., Gyeongsco Construction Co., Ltd., Gyeongk Construction Co., Ltd., Ltd., members construction Co., Ltd., Ltd., Ltd., Ltd., and Nonparty Effective Construction Co. (hereinafter “Plaintiffs”).

C. The Plaintiff 8 is a construction investor (CI), and the 10 financial institutions, including Nonparty National Agricultural Cooperative Federation, are financial investors (FI). The Dol shopping Co., Ltd. and the Doldong Doldong Co., Ltd., as a strategic investor (SI), entered into a basic agreement on the consortium between private businesses (hereinafter “instant basic agreement”) on September 2006, as a strategic investor (SI), and the KS construction consortium (hereinafter “instant consortium”).
