Basic Facts
From January 1, 2012 to December 31, 2013, the Plaintiff, as the head of Seoul Special Metropolitan City (hereinafter referred to as the “Seoul City”) headquarters, was in charge of G and bus policies in Seoul.
Defendant Broadcasting Corporation is a broadcasting business entity that reports comprehensive news, and the remaining Defendants coverage and reported each of the instant reports to reporters belonging to Defendant Broadcasting Corporation.
On July 23, 2003, the Seoul Special Metropolitan City established a plan for the construction of the G system in order to realize various fare policies, improve the convenience of citizens using public transportation, etc. Around July 23, 2003, H consortium was selected as a business entity among H consortiums and I consortiums participating in the bidding. H H consortium was established on October 6, 2003, a non-party corporation, a special purpose corporation for the operation of the G system (SPC), a non-party corporation (hereinafter referred to as the “J”). H consortiums and their successors established a project implementation agreement with the Seoul Special Metropolitan City on November 23, 2003, and opened the project implementation plan for the construction of the G system with the Seoul Special Metropolitan City on July 1, 2004, and integrated the project implementation plan with the Seoul Special Metropolitan City on July 25, 2004, and announced the project implementation plan with the Seoul Special Metropolitan City on July 25, 2002.
Accordingly, the Seoul Metropolitan Government has recruited business operators who will construct each system by separating the G system into each sector such as the integrated settlement system, G system, and terminal software operation system.
Seoul Metropolitan Government conducted a public competitive bidding on August 2, 2013 for the second project operators and selected K Co., Ltd. (hereinafter referred to as "K") and K from among those participating in the bidding as a priority bidder.
