A shall be punished by a fine for negligence of KRW 3,000,000, and by a fine of KRW 2,000,000.

The above fine is imposed against the Defendants.

A motor vehicle registered for goods at a motor vehicle sales business place shall separate the front registration number plate and have it kept by the relevant motor vehicle sales business association or the head of the relevant Si/Gun/Gu, and no person shall unlawfully use a motor vehicle registration number plate.

1. From July 12, 2016 to August 6, 2016, Defendant A in violation of the Automobile Management Act: (a) registered CAW Do A8 car as a D’s product-use vehicle; (b) had Defendant B operate the car with the front registration number plate attached on the front of the registration number plate attached on the D’s product-use vehicle from the time around that time to August 6, 2016; and (c) registered EW 523i car as a product-use vehicle by the same method around July 16, 2016; and (d) had Defendant B operate the car with the front registration number plate attached on the front of the registration number plate at the time of Seongbuk-gu Seoul Metropolitan City Subdivision from that time to August 27, 2016.

As a result, the Defendants conspired to use the car registration number plate illegally.

2. Defendant A and F violated the Automobile Management Act: (a) around November 30, 2015, Defendant A registered his/her car Genz E200 as a vehicle for goods of D operated by himself/herself; and (b) caused F to operate his/her vehicle from around that time to August 12, 2016 without attaching the front number registration plate to the front number registration plate.

As a result, Defendant A conspired with F to use a car registration number plate.

3. Defendant A and H violated the Automobile Management Act: (a) around February 1, 2016, Defendant A registered the first car as a D’s product vehicle for its own use; and (b) caused Defendant H to operate the first car without attaching the number registration plate from around that time to August 17, 2016.

As a result, Defendant A conspired with H to use a car registration number plate unlawfully.
