1. Details of the disposition;
A. On May 12, 2009, the Plaintiff entered the Army Soldiers with B students on May 12, 2009, and was discharged from military service on March 13, 201.
B. On June 19, 2012, the Plaintiff filed an application for registration with the Defendant for distinguished service to the State.
C. On November 14, 2013, the Defendant notified the Plaintiff of the determination on recognition of the requirements for soldiers and police officers wounded on duty regarding “the chronic instability of the friendly scarcity”.
On February 11, 2014, the Defendant issued a disposition rejecting the registration of persons who have rendered distinguished services to the State (hereinafter “instant disposition”) against the Plaintiff on the ground that it falls short of the grading criteria as a result of a new and reexamination.

2. Whether the instant disposition is lawful
